Action Plan / Plan D’action

The following actions have been planned by the Steering Committee of the Campaign. Many other actions will take place at the national level and the agenda of the Campaign is in constant evolution. Information on such actions will be regularly posted on the blog.
To all Campaign Focal Points: Please add any actions you are organising to promote the campaign’s objectives to the campaign calender.

MARCH

Launch of the campaign – Actions at the national level:
* Organisation of public events with the use of the campaign tools (leaflets, campaign declaration, posters, badges…): concerts, marches, public demonstrations, debates, press conferences…
* Collection of signatures to the Campaign Declaration by other national NGOs and individuals.
* Mobilisation of the media (Press kit and press statements to be sent to the national media. Obtain airtime on national radio/ women’s radio programmes; phone-ins; demonstrations in front of media centres (radio and television).

APRIL

* Constitution of a dossier of claim and concerns: questionnaire to be sent to the focal points on the laws and practices in their country, and their claims, to target the advocacy for the fulfillment of women’s human rights. Collection of responses by the end of the month.
* Preparation of advocacy for the Universal Periodic Review (UPR) in Geneva (Switzerland), of Côte d’Ivoire, DRC, Equatorial Guinea, Eritrea, Ethiopia (December 2009, deadline for written submissions 24 April); and Congo-Brazzaville (May 2009).

MAY

* Advocacy at Intergovernmental Organisations: African Commission on Human and People’s Rights (ACHPR) from 13th to 27th May, in Banjul (Gambia): NGO Forum (presentation of the campaign, writing of alternative notes to state reports on countries under examination: DRC, Uganda, Benin; UPR from 4th to 15th, May, in Geneva (Switzerland), of Congo Brazzaville, Chad, CAR and Comoros.
* Meeting of the Steering Committee in parallel of the CADHP.

JUNE

* Focal points to send signed Declaration to national authorities and to the media.
* Steering Committee to send publish open letter addressed to Heads of State of the region (with signed Declaration) and to the media.

JULY

* Advocacy for ratification: Steering Committee to send draft letter calling for ratification to Focal Points in countries which have not yet ratified one of the three instruments.
* 11 July (anniversary of the adoption of the Protocol to the African Charter) : Focal Points in countries which have not yet ratified to send letter to their national authorities.
* Advocacy at IGOs: 13th ordinary session of the African Union Conference, from 1st to 3rd, July, in Antananarivo (Madagascar): NGO Forum and Conference on Women’s Rights – Presentation of the Campaign and possible submission of the Declaration to the Forum’s signature; CEDAW committee (44th session) from 20 july to 7th august, in New York: advocacy around the review of Liberia and Guinea Bissau; Human Rights Committee (96th session) from 13th to 31st, july, in Geneva (Switzerland): advocacy around the review of Tanzania and Chad.
* Preparation IGOs: UPR in february 2010 (7th session): Angola, Egypt, Gambia (deadline for written submissions 1 Sept 2009).
* Dossier of Claims and Concerns: Finalisation of the Dossier of Claims and Concerns (to be sent to all Focal Points for publication on 3 September).
* Preparation of meetings with national authorities in target countries.

SEPTEMBER

* 3 September (anniversary of entry into force of CEDAW):
Steering committee actions: Publication of the Dossier of Claims and Concerns; Press conference; Possible participation FIDH/ Steering Committee in meetings with national authorities in target countries/ countries where members of SC have their seats)
Focal points actions: Focal points to send letter to the authorities transmitting Dossier and requesting meetings (heads of government, ministers, parliamentarians, local administrations, judges…); Diffusion of the Dossier to the national press/ websites; Press conferences
* Advocacy at IGOs: Human Rights Council (Participation to be determined).

OCTOBER

  • Advocacy at IGOs: Human Rights Committee: Cameroon.
  • Preparation IGOs: UPR may 2010: Guinea, Guinea-Bissau, Kenya, Lesotho (deadline for written submissions 2 November 2009).

NOVEMBER-DECEMBER

* Mobilisation events to be organised by focal points between 25th November (African Women day) and 10th December (Human Rights Day).
* Advocacy at Intergovernmental Organisations: African Commission on Human and People’s Rights (ACHPR) (Presentation of the Dossier of Claims and Concerns at the NGO Forum, writing of alternative notes to state reports on countries under examination: Ethiopia, Cameroon, Congo Brazzaville); Universal Periodic Review.
* Meeting of the Steering Committee in parallel of the CADHP, together with Commissioners (and campaign patrons) Soyata Maiga and Angela De Melo.
